GCAD Informal Hearings
Informal hearings are the most basic of all property tax appeals and the necessary first step to reach other levels. They often prove to be adequate in most situations, and an informal appeal that is well-prepared can often get a correct resolution. In 2024, $4.42 billion in taxable value was taken off the books. This was the most ever recorded in the county by a wide margin. Residential properties were responsible for $1.96 billion, while commercial properties accounted for $2.46 billion. Single family homes overtook businesses in 2019, but commercial real estate retook the lead in 2023.

GCAD Formal ARB Hearings
While informal appeals set records in value, formal hearings did the same. These hearings are conducted before a panel of experts known as the appraisal review board (ARB). The ARB listens to evidence from both the taxpayer and GCAD, then decides which side has the stronger case. It is incredibly common for ARB hearings to be the top appeal type in high-dollar counties, so that tracks with Galveston. $3.22 billion in taxable value was reduced by ARB appeals. Commercial properties usually lead these protests, and this was certainly true in 2024, as they pulled down a savings of $2.14 billion. Family homes scored record victories as well, bringing home $1.07 billion. Residential value disputed before the ARB doubled between 2022 and 2023, before declining slightly in 2024.

ARB hearings are the meat-and-potatoes of Galveston protests. Thanks to the high-dollar amount associated with many properties, this tends to be the best bet for both business and homeowners. A total of $67.59 million in taxes came back in 2024 thanks to ARB hearings, the most ever by a significant margin. Homes saved $22.61 million alone, more than double the 2022 total of $10.51 million. Commercial properties had their highest sum to date, scoring $44.97 million, building on a successful 2023.

When put all together, administrative appeals were able to lower the tax burden for families and businesses by a staggering $160.37 million. Not only was this a record haul, but it may also be a watershed moment for single family homes. Commercial properties have always been on top when it comes to protest savings. 2023 was the first time that residential real estate came close to surpassing businesses, though commercial real estate jumped ahead in 2024. Residential property landed $63.75 million, while businesses experienced a total cut of $96.61 million. With more homes joining the protest ranks every year, they are sure to overtake businesses in a decade.
